Laura M. Meade, Professional Registered Parliamentarian, will provide this training session based on Robert’s Rules of Order Newly Revised, 12th edition. 

This session will provide an overview of:

  • Agendas vs Standard Order of Business
  • Small group rules vs large group rules
  • How business is conducted – six steps to a motion
  • What can you do with a motion (vote for or against it, “kill” it, amend it, refer it to committee, postpone it to a certain time)
  • Rules of debate (speech length limits, preference in speaking, germaneness, number of times a person can speak, who cannot speak in debate)
  • Motions related to debate – limit debate, previous question (end debate)
  • Special Motion – Lay on the Table
  • Special consideration for public meetings (i.e. open meetings rules)
  • Other motions and types of motions
  • Resources to learn more


This program will be presented online via Zoom. Be sure to include an email address to receive the link for the meeting. We will email participants a participation link before the event. Please only register once per household!
